An Act to make public records and information more freely available, provide for public access to public records and information, protect public records and information to the extent consistent with the public interest and the protection of personal privacy, protect serving public officers from adverse consequences of disclosing certain kinds of official information without authorisation and establish procedures for the achievement of those purposes, and for related matters.

Following the enactment of the Freedom of Information Act, which gives citizens the right to access information or records held by public institutions or relevant institutions, notwithstanding the form in which such information or records are held; public institutions and relevant private institutions are statutorily obliged to create, keep, organise and maintain records/information about their mandates, structures, operations, etc. in  a manner that makes access to such information, on request, easy.

In compliance with the Act, the Nigerian Copyright Commission (NCC), the agency of Government responsible for copyright matters in Nigeria, established an FOIA Unit, headed by the Director, Public Affairs Department. Membership of the FOIA Unit comprises the Desk Officer of the Unit, Miss Oyebola Oyewo, a Chief Information Officer in Public Affairs Department; the Secretary, Mrs. Dayo Folarin, an Assistant Chief Copyright Officer in Regulatory Department; and a representative each of other Departments and Units of the Commission. The objective of the Unit is to facilitate compliance with the provisions of the FOIA.
